What is commissioning and recommissioning (Cx/ReCx) of heating, ventilating, air conditioning, and refrigeration (HVACR) systems?

Commissioning of HVACR systems in new buildings, or recommissioning in existing buildings, can be thought of as an investigation to confirm or deny proper operations of those systems. These investigations are a great way to verify that you got what you paid for, and also to identify issues before they become emergencies.
